A transformative mixed-use development promises a sustainable and vibrant future for St Helens
Vinci Building has emerged as the primary contractor entrusted with overseeing the initial phase of a comprehensive mixed-use redevelopment spanning 24 acres within the heart of St Helens town centre.
Under Vinci’s guidance, the ambitious project will witness the construction of a modern market hall, complemented by a mixed-use precinct featuring a 120-bed hotel, 64 new residences, and 11,000 square feet of retail space. The transformative endeavor will commence with the replacement of the existing bus station, paving the way for a new transportation hub.
This landmark initiative, a collaborative effort between St Helens Borough Council and The English Cities Fund (ECF), marks the largest single investment ever made in the Merseyside town. The development has already secured hybrid approval and is poised to break ground in the first quarter of 2024, pending a detailed reserved matters planning application set to be submitted in the upcoming autumn.
The comprehensive scope of the contract awarded to Vinci Building is anticipated to encompass the majority of the £90.7 million budget allocated for the town center’s revitalization. Specific contract details are pending finalization following reserved matters consent.
David Baines, Leader of St Helens Borough Council, expressed confidence in Vinci Building’s ability to execute this transformative vision. He emphasized the project’s commitment to delivering a high-quality and sustainable initial phase that will provide extensive social value benefits throughout its construction.

Vinci Building possesses the experience and capabilities to help us realize our vision of a town center that is family-friendly, safe, and sustainable—a vibrant place for local businesses, shoppers, visitors, and residents alike.”
